How do I change default permission on /dev/audio file, which is persistent across reboots ?

Issue

I have a security requirement to set 640 permission on /dev/audio file.
Changing permission using "chmod" command on /dev/audio does not retain persistent across reboot. After reboot, the permissions of /dev/audio file set to default permission 660.
