How to enable touchpad TapButton click & scroll option permanently in KDE & GNOME

Issue

In Gnome the GUI system settings allows to permanently enable touchpad tap to click and vertical horizontal scrolling. In KDE, apparently the touchpad GUI settings don't provide these options.
