Convert2RHEL fails with "CRITICAL - Couldn't download the oraclelinux-release-7.9-1.0.9.el7.x86_64 package" when trying to convert an Oracle Linux 7.9 to RHEL 7.9 with Satellite 6

Issue

• A Red Hat Satellite server is configured with both RHEL and OEL repositories, and the job template Convert2RHEL is being used to run a conversion from an OEL 7.9 to RHEL 7.9. But in a certain stage of the conversion, Convert2RHEL fails with the following error:

  CRITICAL - Couldn't download the oraclelinux-release-7.9-1.0.9.el7.x86_64 package
  

• It was tried to download the package through yum, but it did not work as expected. Otherwise, removing this package would result in a different error message, but a broken state for the OS.

• It is noticed that the OEL repository turns disabled while running the conversion task.
