How to apply a CA bundle in cluster-wide proxy for OSD

Issue

• Unable to update OSD cluster to use a custom CA bundle:

$ oc patch proxy/cluster --type=merge --patch='{"spec":{"trustedCA":{"name":"custom-ca"}}}'
