JGroups cluster view change notifications firing with delay

Issue

• In case of large cluster groups, when a member leaves the cluster, most of the time, the events occur immediately. However, sometimes there is a delay. It can be seen an occurrence of delay up to 14 mins and the average is 2 mins.

• When there is a delay during a member change event, there are multiple members leaving the cluster. When the events are fired and received immediately, its mostly only one member changed.
