Why does system keep swapping memory up even after doubling it from 16GB to 32GB?

Issue

Trying to figure out why the system keeps swapping even after doubling memory. Swap amount appears to be around 0.5 GB and felt adding memory should adjust for this, but it is still swapping around the same. This is an Oracle database server.
