Command subscription-manager register --auto-attach fails with No Installed products on system. No need to attach subscriptions.

Issue

The /etc/pki/product certificate is missing or incorrect for the minor release version under Red Hat Subscription Manager.
The command subscription-manager register --auto-attach gives the following output when attempting to subscribe to an entitlement:

# subscription-manager register --auto-attach
No Installed products on system. No need to attach subscriptions.

Environment

Red Hat Enterprise Linux 5.7 or above.
Red Hat Enterprise Linux 6.1 or above.
