Getting "ERROR: The server listed within iss_parent is not configured for ISS capability" during inter-satellite sync

Issue

I followed instructions in section 7.4 of the Red Hat Network Satellite Deployment guide to run satellite sync from slave to master satellite server, getting error as follows.

"ERROR: The server listed within iss_parent is not configured for ISS capability"

Environment

Red Hat Network Satellite 5.4.1, 5.5 and 5.6
