How to offload both message payload and headers to disk / queue journals?

Issue

QPID has some curious semantics on its persistent queues, namely the queue is both persisted and held in memory. i.e. the whole queue must fit into memory. There is a semi-work around which is to spool off the payload to disk by setting the qpid-policy.type to flow to disk. We desperately need an option that fully spools to disk (i.e. both payload and headers) so that nothing, other than perhaps a buffer at QPID’s discretion is held in memory.
