Bouncy Castle Provider Class Not Found in Fuse 7.1.1

Issue

We are deploying an OSGi bundle to the Fuse 7.1.1 container that is creating SAML authentication assertions in the outbound SOAP headers. These assertions need to be digitally signed. We are using the out-of-the-box version of WSS4J (1.6.7) which is using the bouncy castle security provider to faciliate the signature process. When we run this code, we are getting a ClassNotFoundException on the org.bouncycastle.jce.provider.BouncyCastleProvider class.
