Issue

After installing RHBA-2013:1132 the system no longer has any tty's.
The upstart package received a change specified in the change here, but this change did not come as a dependency of RHBA-2013:1132 (or the updated RHBA-2013:1679-1)
Should we just add the missing rpm to our system to fix this? Why did it not come as dependency of RHBA-2013:1132?
