Ceph-nfs down in Pacemaker

Issue

• ceph-nfs is stopped in pacemaker.
• Resource restart throwing error Error performing operation: No such device or address ceph-nfs is not running anywhere and so cannot be restarted.
• ceph-nfs service logs show failures reading configuration pertaining to a manila export during startup.
