RHACM How to install OLM on non OpenShift Clusters using Policies?

Issue

When using OpenShift is it not necessary to install OLM but for Non-OpenShift Managed-Clusters this step might be needed.

Can you show us a way how this can be achieved using RHACM features like PolicyGenerator, Policies and Gitops?
