rhncfg-client verify and WebUI compare displays different results for selinux context.

In satellite webUI configuration file compare results always displays "differences exists" if selinux is disabled on client server.

It displays actual value as blank []:
SELinux contexts differ: actual: [], expected: [<current selinux context set for file in satellite>]
