How a Task Client can check for availability of Task Service and reconnect after Task Service is restarted ?

Issue

There is a dedicated Task Client code and the Human Task Service code (say, HornetQ transport is used) is running separately in a separate JVM. The requirement is to ensure that even while the Human Task Service was not running users should be able to start the Task Client code , but it should have a reconnect functionality to establish the connection again when the Human Task Service comes up.
Is that achievable?
