In RHEL6, can global resource limits be configured through Upstart?

Issue

Up to and including RHEL5 it was possible to set global limits (valid for all processes and all users) through an init script. As far as I see, upstart only foresees defining limits per program or process. Can global limits (like number of open files per process and number of processes per user) be configured with Upstart?

  • Red Hat Enterprise Linux (RHEL) 6
  • Upstart init daemon
