ipv6 full addresses does not work for provisioning IP in baremetal IPI installation

Issue

• If the install-config.yaml is configured with clusterprovisioning IP or bootstrap provisioning Ip with full forms of ipv6 address, the ironic services on masters do not start with error message,

     externalBridge: baremetal
