System recovered by ReaR fails to boot with "failed to create timezone change event source permission denied" and/or service startup errors

After a successful backup/restore with rear, the first boot of the recovered system fails with the message:
Failed to create timezone change event source: Permission denied

When booting the system without
rhgb quiet
