Cluster services with an ip resource take too long to stop or relocate in RHEL 5 or 6

Issue

Failover of our cluster service is too slow
When an IP resource in our cluster service stops or relocates, there seems to be a 10 second pause where nothing is happening
Is there any configuration parameter during Cluster setup for VIP, that we can use to reduce its failover time?

Environment

Red Hat Enterprise Linux (RHEL) 5 or 6 with the High Availability or Resilient Storage add-on
Service containing an IP resource in /etc/cluster/cluster.conf
