Issue

• "buildah pull" fails to pull a non-encrypted image if an encrypted image is pushed to a registry.
• The error messages

Error committing the finished image: error adding layer with blob "sha256:c81713436e6c": Error processing tar file(exit status 1): unexpected EOF

OR

writing blob: adding layer with blob "sha256:93655fab448b203ef809c638b1f1839ceba33d2640ad70bd8935d0f295ec1b94": Error processing tar file(exit status 1): archive/tar: invalid tar header
