Killed condor cron jobs cause no further cron jobs to run in MRG 2.0

Issue

• A condor cron job doesn't complete before the next cron cycle and is killed by the condor daemon.
• After the cron job is killed no further cron jobs of the same type are started.
• Subsequent attempts to start the cron job results in "CronJob: Job <name of cron job> not idle!" log messages
