Windows guests report network speed of 100Mbs but perform at rates of 1Gbs using xenpv-win drivers in Xen on RHEL5

Issue

While using the Red Hat xenpv-win drivers on Windows Server 2008 R2 and the Dom0 is a physical system with 1000Mbs physical networking, the Windows DomU's are reporting 100Mbps, but speed tests show them performing at well into the throughput expected for the 1Gbs network.
