RHEL8 Scheduler changes to improve processing throughput of applications like SAP

Issue

In RHEL6 and RHEL7 some applications saw improvement setting the sched_min_granularity_ns=10000000 (10 milliseconds) and sched_makeup_granularity_ns=15000000 (15 milliseconds) in tuned's throughput-performance profile.

For RHEL8 is has been reported that these settings make applications appear to run slower and may benefit from adjustment.
