Why does cman adjust expected votes when they are set to 1?
Issue

Configured a cluster with greater than 2 nodes and set expected_votes=1
-
Goal is for cluster to work with only 1 up if the rest are down
- However, upon testing it seems as though cluster is recalculating quorum thus resulting in the cluster becoming inquorate if more than half the nodes are down
Environment
- Red Hat Enterprise Linux 4+
- Red Hat Enterprise Linux 5 Advanced Platform
- Red Hat Enterprise Linux Server 6+
- Red Hat Cluster Suite 4+
- Red Hat Cluster Suite / GFS 4+
- Red Hat Enterprise Linux 5 Advanced Platform (Clustering)
- Red Hat Enterprise Linux 5 Advanced Platform (Clustering and GFS/GFS2)
- Red Hat Enterprise Linux Server 6 (with the High Availability Add on)
- Red Hat Enterprise Linux Server 6 (with the High Availability and Resilient Storage Add Ons)
