Ceph: Why podman containers are not terminating gracefully ?

Issue

• podman containers are not being terminated gracefully with systemd service shutdown.
• The systemd service for ceph-mon/ceph-osd etc has been successfully stopped, but the container has not been terminated properly.
• systemctl log shows : Error removing container, cannot remove container as it has active exec sessions: container state improper
