When creating instances using heat, the stack fails with 504. Seeing 500 when attempting to create an instance manually.

Issue

heat stack creation is occasionally failing with a 504 gateway timeout after 60 seconds
increasing the timeouts in haproxy does not seem to increase the timeout value
