Rootless podman mounting root volume is not possible as per security design.

Issue

It is not possible to use a volume defined by root as any rootless user. Specifically, configurations between all users, rootless and otherwise, are kept entirely separate; /var/lib/containers is used as a storage and configuration path for the root user, while every other user has their own local configuration path in their appropriate home directories or otherwise configured desired directory.
