Even after adding permissions to manage subscriptions to a role, user is unable to add subscription to manifest.

Issue

• After assigning a role with permissions to manage subscriptions user is unable to add subscriptions. The Add subscriptions tab is disabled with a warning This is disabled because no connection could be made to the upstream Subscription Allocation.
