- When using igb with max_vfs=5 option, it fails with "SR-IOV: bus number out of range" error message on terminal?

Command "modprobe igb max_vfs=5" gives the following error message:
SR-IOV: bus number out of range SR-IOV: bus number out of range
Environment
- Red Hat Enterprise Linux 6
- kernel - 2.6.32-131.4.1.el6.x86_64
