ClusterVersion is marked 'Verified:false' in 4.5 may be reporting error

Issue

The CVO may mark the Verified field as false in error because of the following BZ Bug 1916384 because the CVO does not sync ClusterVersion status before exiting, leaving Verified: false even for verified update. This has been reported for clusterVersions 4.5.15 and higher.
