Can't reset PCI device when starting a guest with direct assgined device
Issue
An ISDN network controller was assigned to a guest, and then the guest failed to start with the following error:
error: this function is not supported by the connection driver: Unable to reset
PCI device 0000:80:04.0: this function is not supported by the connection
driver: Active 0000:80:01.0 devices on bus with 0000:01:04.0, not doing bus
reset
