Operators fail to install when using ArgoCD.
Issue
The installation of operators fails. The operator has a subscription file, but no Install Plan yaml is created, nor CSV. In the console, the subscription says the Upgrade Status is of an Unknown Failure with 0 installed and 0 installing. When viewing the Installed Operators tab in the console, the operator shows a status of Unknown.
