Red Hat Network Satellite Installation on a system behind http proxy produces error could not populate database

Issue

When installing RHN Satellite on a system located behind a proxy server users may receive the error message "Could not populate database" when executing install.pl. When /var/log/rhn/populate_db.log is examined it contains the following error messages.
```
*** Installing Oracle schema from [/etc/sysconfig/rhn/oracle/deploy.sql].
Error 46 initializing SQL*Plus
HTTP proxy setting has incorrect value
SP2-1502: The HTTP proxy server specified by http_proxy is not accessible
```
