bootstrap ignition fails to emergency.target on vSphere UPI install

Issue

• Bootstrap fails to emergency-target when attempting to acquire a dhcp address. No IP is assigned to the machine. Wireshark shows no network communication from bootstrap to dhcp.

• Actual error of this issue on bootstrap console is:
  "Ignition.config.merge.0.source, line 6 col 21: unable to parse url"

• Key words to emphasis is 'merge' and 'url'. Merge implies it's a problem with the append-bootstrap.ign. Url points to a problem with the url defined in the file.
