Open with O_CREAT flag set fails to open existing files on non writable directories over NFS4 in Red Hat Enterprise Linux

Issue

An open call on an NFS4 server for an existing file in a directory made with the O_CREAT flag will be incorrectly rejected if the process does not have write permissions for the containing directory. Since the file already exists, the NFS4 server should simply open the file instead and not check for create permissions on the directory.
