Unable to boot: dracut timeout /dev/root does not exist

Issue

• The server is not booting and showing emergency shell with the following message displayed:

  Warning: dracut-initqueue timeout - starting timeout scripts
  ...
  Warning: could not boot.
  Warning: /dev/mapper/rhel-root does not exist
