Restarting one httpd instance results in disabled contexts on all httpd instances when using mod_cluster with auto-enable-contexts set to false

Issue

I have multiple httpd instances in front of my JBoss instances using mod_cluster. auto-enable-contexts is set to false in the mod_cluster subsystem. When I restart one httpd instance, my application contexts are unexpectedly disabled on all httpd instances.

JBoss Enterprise Application Platform (EAP) 6.2.0 and earlier
JBoss Enterprise Web Server (EWS)
Apache httpd
mod_cluster 1.2.6.Final and earlier
