What would cause max non-heap memory usage to not show in jconsole?

Issue

• We use Patrol for monitoring. Some JVMs are showing greater than 100% non-heap utilization. This is only a subset of our JVMs, a minority.Monitoring support told us this will happen when jconsole does not show max non-heap memory usage
