'Failed to parse /etc/cgconfig.conf' when restarting cgconfig service

Issue

When starting or re-starting the cgconfig service, the following error is seen and the restart fails:

# service cgconfig restart
Stopping cgconfig service:                                 [  OK  ]
Starting cgconfig service: Error: failed to open file /etc/cgconfig.conf
Loading configuration file /etc/cgconfig.conf failed
Permission denied
Failed to parse /etc/cgconfig.conf                         [FAILED]
