virt-install ignores sparse=false sometimes

Issue

virt-install --disk sparse=false,path=/var/lib/libvirt/images/disk.img,size=5 creates a sparse file although it shouldn't
virt-install ignores the sparse option if disk is allocated from /var/lib/libvirt/images/ directory
