Disabling FIPS by setting fips=0 cause the system to panic.
Issue
- Disabling FIPS mode for os patching causes kernel panic with the message.
insmod: error inserting '/lib/tcrypt.ko': -1 Invalid request code
- System boots fine with fips=1
Environment
- Red Hat Enterprise Linux 5.9
- fips enabled
- mkinitrd > 5.1.19.6-47
