Cannot create PVC on OCP 4.x vSphere cluster

Issue

• OCP 4.x deployed on VMWare vSphere cluster with dynamically provisioned storage fails with a message similar to:

  Failed to provision volume with StorageClass "thin": Post https://${FQDN}:443/sdk: read tcp ${sourceIP}:${sourcePort}->${targetIp}:${targetPort}: read: connection reset by peer"
  

• when checking the connection to vSphere vCenter from a master node using curl, it gives an SSL error like:

  curl: (56) OpenSSL SSL_read: SSL_ERROR_SYSCALL, errno 104
  In the case when running from a master you get the SSL_ERROR_SYSCALL, errno 104
