Clair fails attempting to retrieve "com.redhat.rhsa-RHEL3.xml" from OVAL

Issue

• A file is missing from https://www.redhat.com/security/data/oval/ causing clair to fail to update redhat CVE's and miss report.

• Error similar to below produced by Clair:
