un-hotplug memory will continue to fail after rebooting guest with hot-plugged memory already installed
Issue
When trying to hot-remove memory from a pseries guest, the following error can be found:
(qemu) device_del my-memory-1
pseries-hotplug-mem: Memory indexed-count-remove failed, adding any removed LMBs
