The image-registry pod is not created in OpenShift 4

Issue

  • The image-registry pod is not created in OpenShift 4 cluster.
  • The storage defined in the imageregistry configuration is not shown in the status.

  • If the storage is not configured, the image-registry Cluster Operator will be degraded, and cluster-image-registry-operator could logging error messages like:

    image-registry                             4.13.15   False       False         True       4m8s    Available: Error: storage backend not configured...

    unable to sync: unable to get generators: storage backend not configured, requeuing
