Is it safe to enable etcd encryption on a cluster not FIPS-installed?
Issue
The link here discusses encrypting ETCD after installation of the cluster. However, in order for the cluster to be FIPS-encrypted, that mode must be enabled at install. Is it required that a cluster be installed as a FIPS-enabled cluster in order to encrypt ETCD on that cluster?
