The docker registry fails to start with VSphere volume PV

Error: "MountVolume.WaitForAttach failed for volume \"pvc-4f12fbee-2dc2-11e9-bca5-00505689ca12\" (UniqueName: \"kubernetes.io/vsphere-volume/[CIT-HXDS] kubevols/kubernetes-dynamic-pvc-4f12fbee-2dc2-11e9-bca5-00505689ca12.vmdk\") pod \"docker-registry-1-5qps8\" (UID: \"62cbbc8e-2dc2-11e9-bca5-00505689ca12\") : Could not find attached VMDK \"[CIT-HXDS] kubevols/kubernetes-dynamic-pvc-4f12fbee-2dc2-11e9-bca5-00505689ca12.vmdk\". Timeout waiting for mount paths to be created."
