project.spec.projectRequestMessage doesn't work in web console

Issue

The project request message has been customized but it doesn't take effect. When a user that is unable to self-provision projects makes a project creation request using the web console it ends up with:

An error occurred projectrequests.project.openshift.io is forbidden: User "$someUser" cannot create resource "projectrequests" in API group "project.openshift.io" at the cluster scope"
