Why does GDM ignores settings specified in "/etc/sysconfig/desktop" file ?

Issue

GDM ignores settings specified in /etc/sysconfig/desktop file and remembers the session selected in last login.
So next time when user login into the system GDM loads desktop enviroment which was selected in previous session.
