Openshift Enterprise Upgrade claims it is complete when it is not

Issue

  • The Openshift Enterprise 1.1 -> 1.2 upgrade claims that it is complete, even though it has not started.
  • We see the following output from ose-upgrade -d all:
$ ose-upgrade -d all
INFO: OpenShift node installed.
INFO: OpenShift broker installed.
Upgrade number 1 to version 1.2 is complete.

Environment

  • Red Hat OpenShift Enterprise 1.1
